Got a knowledgeable friend along? Then buying used locally gets you noticeably
more computer for the money — but someone has to check the machine over before cash changes
hands. Jump to the used route.
Either way, for the PS3 budget about $50–60 for the capture
gear, and read the PS3 section before ordering anything — the PS3
blocks recording in a way that makes most capture sticks show a black screen, including every
current Elgato. There's a cheap way around it, but buying blind means a return.
Be honest with yourself about this part
Buying a used PC from a stranger means checking it yourself, in their
house, before you pay — and there's no warranty and no returns if it dies next month.
If that sounds like a bad time, it is, and that's a completely reasonable reason to buy from a
store instead. You'll pay a bit more for the same performance. That extra money is buying you
someone to complain to, which is worth something real.
The good news: the games you actually play are not demanding. Anything from the last
several graphics-card generations will run 2010–2015 titles at 1080p well past 60fps.
The budget goes toward streaming smoothly and being able to upgrade later, not toward raw power
you won't use.
Five words you'll see everywhere

Everything here is refurbished, and that's on purpose
Buying new at this budget is genuinely a bad deal right now. The
cheapest brand-new gaming tower with a real graphics card at Best Buy is $649.99 — and
its card has an older, worse streaming chip than the $500 refurbished machines below. The
cheapest new machine that beats them is around $1,000. You're not compromising by buying
refurbished here; you're avoiding a bad trade.

The pick. This card is genuine overkill for your games — it'll run
GTA V and Fallout 4 at 1080p without breaking a sweat while streaming at the same time, with room
left over for the PS3 feed. Because it ships from Amazon directly, a return is a printed label,
not an argument.
Honest caveats: the listing says only "Core i5" without naming the exact
chip, and doesn't say what power supply is inside — likely a generic one. The one-year
warranty covers it either way. This is a small builder, not a big brand.

Two things to check yourself before ordering: it's sold by an outside
seller rather than Best Buy, so read the return window on the page (marketplace sellers
set their own, often 15 days). And this chassis very likely uses a Dell-specific power
supply, which means you couldn't upgrade the graphics card later.

real brand-name ASUS gaming machine, roughly twice the graphics power, double the video memory,
and the strongest returns policy of anything on this page.
You do not need it for your games — everything above already
handles them easily. What it buys is the next few years: this one will still play new
releases when the others start struggling. It's about $91 over your ceiling, so it's a
judgement call, not a recommendation.
Cosmetically imperfect (minor scratches and dents) and the processor is the
weakest here — but the graphics card is doing the work.
There are cheap-looking listings on Amazon around $520 and $570 where the fine print
says the graphics card "is packaged separately and requires installation after delivery."
They look just like the good listings. You'd open the box to a PC and
a graphics card in a bag, and you'd have to fit it yourself. Search the listing page for the
word "separately" before you buy anything not on this page.
Other things to steer around, all common in this price range:
Anything with a GT 1030, GTX 750 Ti, or RX 550. That's roughly 70% of the
sub-$500 "gaming desktop" listings out there. No usable streaming chip, and they'll struggle with
Witcher 3.
GTX 1050 Ti machines. They work, but the streaming chip is an older generation and your
stream will visibly look worse.
Anything with 8GB of memory, even if the graphics card is good. That's the exact recipe
for stuttering when you game and stream at once. There's a $549.99 machine with a fine graphics
card and only 8GB — skip it.
Anything with an Intel Arc card — see the reasons above.
The $649.99 new machine at Best Buy with an RX 580. New, more expensive, and an
older streaming chip than the $500 options.

Check the price and that it's still in stock, and on the Best Buy and Newegg ones,
read the return window — outside sellers set their own. Two of these had fewer than
10 units left.
Why $500 buys less than it used to
This is the single most important thing to understand before shopping, because it explains
every recommendation below.
There's a global shortage of memory and storage chips, driven by AI datacenters buying up
manufacturing capacity. It has repriced the entire budget PC market:

Do the math
Memory and storage alone now cost about $380. That's
76% of a $500 budget before you've bought a processor, a graphics card, a motherboard,
a case, or a power supply.
Checked directly: the cheapest brand-new gaming tower with a real graphics card at Best Buy
is $649.99 — and its card has an older streaming chip than the $500 refurbished
machines. The cheapest new machine that actually beats them is around $1,000. That gap is the
memory shortage, in one number.
This isn't one site's opinion either. TechGuided has stopped updating its "$500 gaming PC" build
guide entirely, calling the target "nearly impossible" and now steering readers to $1,000+.
Gizmodo priced a build that cost ~$1,000 a year ago at ~$1,300 new in February 2026 — and
then hit $500 anyway by buying secondhand. No analyst expects relief before late 2027.
So: the used market isn't the consolation prize here. It's the answer.
What actually matters (and what doesn't)
1. The games aren't the constraint
Skyrim, GTA V, Fallout 4, Borderlands 2, Dark Souls, Bioshock Infinite, the original Witcher 3
— these are old and light by modern standards. Almost any card from the last several
generations pushes them well past 60fps at 1080p. Don't overspend on graphics power you won't
use.
One caveat: the 2022 Witcher 3 "next-gen" update is much heavier than the
original release. Play the classic version and it's a non-issue.
2. Streaming is nearly free — if the encoder is modern
Modern graphics cards encode video on dedicated silicon that sits idle while you game
(NVIDIA calls it NVENC, Intel calls it QuickSync, AMD calls it VCN). Turning on a stream costs
very little frame rate.
What this means: the encoder generation matters more than the card's speed class. A
cheaper card with a newer encoder is a better streaming buy than a faster card with an older one.
That's counterintuitive and it's the single most useful thing on this page.
3. "Upgradeable" means exactly two things
Ignore the marketing. In practice it comes down to:
A standard ATX power supply. If it's a proprietary shape with weird connectors, you
can never meaningfully upgrade the graphics card. This kills more budget machines than anything
else.
Room for a full-height, dual-slot graphics card. Slim office boxes physically cannot
fit one. No amount of processor makes up for that.
A mid-tower with a normal power supply and a mediocre processor has a future. A slim box with a
great processor and a 180W proprietary brick is a dead end on day one.
4. 16GB of memory is the floor
Game plus OBS plus a browser plus chat is where 8GB machines start stuttering. This is also the
one part that's brutally expensive new right now — which is another argument for buying a
used machine that already has it.
The used route — how to actually do it
Read this first
This route gets you the most computer per dollar — and it
asks the most of you. You'll need to judge whether a machine is what the seller says it is, with
no returns if you get it wrong. Don't do this one alone. Bring someone who knows hardware,
or send them the listing before you drive out. If that's not available, the
buy-it-shipped list is the right call and there's no shame in it.

Listing volume is thin — roughly 3 gaming PCs in the
Hartford area and 13 around New Haven. Plan to wait for the right one rather than buying
the first thing you see. A week of patience is worth about $150 here.
Used memory is a genuine arbitrage right now: that 32GB kit at $60 versus
$129–239 new is the memory shortage working in your favour for once. Same goes for used SSDs.
If a machine is otherwise good but light on RAM, adding used memory is cheap.
Local retail, for reference
There is no Micro Center in Connecticut. Nearest is Yonkers, NY — roughly
70–80 miles from Torrington. Their in-store processor bundles are often the best deals
anywhere, so the trip can be worth it, but confirm stock before driving.
PCs for People (the nonprofit refurbisher) does not serve Connecticut.
No Connecticut-based off-lease refurbisher turned up in searching.
Top 10 machines to hunt for
Ranked by how good a deal they are if you find one at the listed price. Numbers
1–4 are complete gaming PCs — nothing to install, they just work. Numbers
5–10 are office machines you'd add a graphics card to, which means opening the case and
fitting a part.
If you're not comfortable opening a PC
Stick to numbers 1–4, or the
buy-it-shipped list. Items 5–10 are better value but they're a project,
not a purchase. Fitting a graphics card is genuinely easy — it's one slot and one cable
— but "easy" still means an hour, a screwdriver, and a willingness to have the thing in
pieces on the table.
How to read this
These are hunting targets, not links to click. Used inventory
changes daily, so the useful thing is knowing what a good listing looks like when it appears.

The jump from $300 to $450 is real and worth paying for.
The jump from $600 to $800 buys you almost nothing you'd notice on games from 2010–2015.
If you find a good $400 machine, take it and put the rest toward the capture setup and a
monitor.
Don't buy these
Any slim / SFF / Micro office desktop
Hard no
Slim machines are ~95mm wide with half-height card slots. A normal graphics card
physically will not fit, and Micro/Tiny models can't take one at all. The processor doesn't matter
— the box has no future. This includes the $300 OptiPlex 7060 Micro listed locally.
The one exception, for honesty: half-height "low profile" cards
do exist, and there's a good one — a low-profile RTX 3050 6GB, around $220, that draws
only 70W, needs no power cable at all, and has a modern encoder. It genuinely rescues a slim
box. But it's a one-shot upgrade with nothing after it, and $220 is a big slice of $500.
Worth knowing if a slim machine falls in your lap free or nearly so. Not worth seeking out.
New Dell desktops, at any configuration in this budget
Dell was checked directly and it's worse than the usual warnings suggest:
Dell sells zero new gaming desktops between $400 and $700. The cheapest machine in
their gaming category is $1,849.
The G-series desktop and XPS desktop are discontinued; the Inspiron desktop brand is
retired.
Every Dell in this price range ships a 180W proprietary power supply whose plugs are a
4-pin and an 8-pin — not the standard 24-pin. There is no graphics power connector at
all.
Dell's own support forum warns that fitting a standard power supply "runs high risk of
damaging motherboard."
Even Dell's own 360W upgrade ships without graphics power cables.
Their Tower spec sheet advertises RTX 3050/4060 options that you cannot actually order
— the live configurator offers integrated graphics only.
The cheapest Dell that genuinely takes a graphics card is $1,049, and even that ships with
integrated graphics at base.
Intel Arc graphics cards — specifically for your games
Wrong card for this library
Arc cards look like great value on paper (A750 at $209, below its own launch price). For
your games they're the wrong buy:
Arc runs DirectX 9 and 11 through a translation layer, costing ~10–15%
performance — and that cost lands on the processor. Your entire 2010–2015 library is
DirectX 9/11.
A 2025 review lists "compatibility issues with pre-2018 titles" as an explicit reason
to skip.
Requires a motherboard feature called Resizable BAR. Without it, performance swings
30–40%. Many older used machines don't have it.
Intel's major DirectX 9/11 driver work was in 2023. Nothing comparable since, and the
next card was cancelled.
Great cards for modern games. Bad fit for yours.
Building from new parts
It was priced out properly and it doesn't fit: a new-parts build lands around $790 with
tax — roughly $240 over your ceiling. The cheaper variant that does fit ($484) only
manages it by dropping the graphics card, which defeats the purpose. Memory and storage prices
have simply broken this option for now.
PS3 → TV → OBS
The fact everything else follows from
The PS3 applies copy protection (HDCP) to everything it sends over HDMI — games
included — and there is no way to turn it off.
Sony's own manual: if a device that isn't HDCP-compatible is connected
over HDMI, "video and/or audio cannot be output from the system." No exception for games.
The PS4 and PS5 both have an Enable HDCP switch in settings. The PS3 doesn't. It's the
one console where that toggle was never given to you.
So plugging the PS3 straight into a capture stick gives you a black screen. Nothing is
broken. You need one extra box in the chain, and which box you pick is the whole decision.
Do not buy an Elgato for this
Save yourself $80–180
Elgato is the obvious "just buy the good one" brand, and none of their current capture cards
work with a PS3. That's Elgato's own published support position, updated days before this page
was written.
The full no-go list: Cam Link, Cam Link 4K, Cam Link Pro, HD60, HD60
Pro, HD60 S, HD60 S+, HD60 X, 4K60 Pro, 4K60 Pro MK.2, 4K60 S+, 4K X, 4K Pro, and Neo. The
only Elgato that ever handled a PS3 was the original Game Capture HD, via component cable —
discontinued years ago. Spending more money does not solve this problem.
And the cheap-dongle advice online is wrong too
The most-repeated tip is that the $10–20 dongles (using a chip called MS2109) "ignore"
copy protection and just work. They don't. That chip has a real copy-protection receiver
built in; whether a given dongle passes a protected signal depends on how that specific seller
flashed its keys. It's a lottery. Two identical-looking sticks can behave differently.
Those cheap sticks have two more confirmed problems:
They can't handle interlaced video — they throw away half the picture. (The newer
MS2130 chip still has this bug; it's been confirmed as recently as last year.)
An audio bug that plays sound pitched down about an octave, and audio that quits after
roughly a day of continuous use.
The way around it
Two options, and they're different in kind:
Go analog. The PS3's other output — component video, the red/green/blue plugs
— is analog, so it physically cannot carry copy protection. Not "usually works."
Cannot carry it. Sony's only analog restriction is on Blu-ray movies, and their manual names
Blu-ray specifically — games are never mentioned.
Use a splitter that drops the flag. A 1×2 HDMI splitter that hands a clean signal
to both the TV and the capture card. Stays fully digital, one point of risk.
The trick that makes the cheap capture sticks behave
In Settings → Display Settings → Video Output Settings,
the PS3 lets you tick which resolutions to allow, and it then uses the best one you've
ticked. Tick only 720p and 480p. Now every game comes out 720p progressive and the
interlaced bug can never bite you. Most PS3 games render at 720p or lower anyway, so you're giving
up almost nothing. Leave 1080i ticked and you'll hit the bug — this is the step people miss.

Why this is the pick: there is no copy protection anywhere in this path, because analog
can't carry it. Nothing to get lucky about. Set the PS3 to component output, tick only 720p, and
it works.
Trade-offs: capped at 720p, and one analog conversion costs a little sharpness. For
PS3-era games that's close to irrelevant. If the loop-out port on a cheap card misbehaves, put a
$15 basic splitter in front of the capture card instead — by that point the signal is already
clean, so any splitter works.

Full digital, up to 1080p, no analog loss. The splitter to want is the one RetroRGB tested
specifically against a PS3 — their verdict was "compatible with everything I tested
(including PS3!)" with no lag added, and they measured the audio as bit-identical. It's sold
generically on Amazon around $29.99.
One caveat on this route
Generic-brand splitters aren't guaranteed identical between
production batches — RetroRGB flags this themselves. Buy from somewhere with easy
returns. Also watch the product titles: some sellers state "Does Not Bypass HDCP" right in the
name. Those are explicit no-gos.

Don't plan on playing off the OBS window

Tempting idea: skip the TV, just watch the OBS preview. Don't. Elgato's own support docs
say their capture software preview runs "at least a second" behind live, and that
"there is no way to turn that delay off."
The cheap raw dongles are considerably better than a full second
— likely somewhere in the 60–150ms range — but that's an estimate, not a
measurement, and it's still enough to feel wrong in anything with timing. The $15–30 that a
splitter or loop-out port costs is what buys you out of this problem entirely. Pay it.
Getting the sound across
There's one PS3 setting that catches almost everyone:
The audio gotcha
By default the PS3 sends audio out of all its connectors. But the
moment anyone opens Sound Settings → Audio Output Settings and picks one, the others
go silent — so your TV or your capture feed loses sound and it looks like a wiring fault.
The fix is a different menu item: Settings → Sound Settings → Audio Multi-Output
→ On. It isn't on the screen where you'd think to look.
Chain 1 (component): the red and white plugs on the component cable carry the audio into
the converter, which folds it into the HDMI signal. Set PS3 audio output to the AV Multi / audio
connector option.
Chains 2 and 3 (HDMI): audio rides along the HDMI cable. Set the PS3 to Linear PCM
2ch — not Dolby or DTS. Cheap capture chips only accept plain PCM, and bitstreamed
surround is a common cause of silent captures.
In OBS: the capture device's audio has to be explicitly enabled on the source. If
you leave it to Desktop Audio you'll capture your PC, not the PS3.
Check your PS3 before buying component gear
Look at the model number on the sticker. If it starts CECH-4200
or later (the last super-slim revision), Sony moved Blu-ray output to HDMI-only on those machines.
Their manual still lists component as supported and still scopes the restriction to Blu-ray
— but this wasn't something that could be confirmed outright for games on that
specific revision. If you have a CECH-4200 or newer, Chain 2 is the safer bet. Any earlier
model, Chain 1 is fine.
Monitor, keyboard, mouse
Right call to buy these separately — bundled peripherals in this price range are almost
always the cheapest possible parts, and bundled monitors are usually the worst value in the box.
Monitor
Used 24" monitors are genuinely cheap locally — $25–35 was listed while
researching. What to look for:
24" at 1080p is the sweet spot. Matches what you're streaming, so no scaling weirdness.
144Hz is a nice-to-have, not a need. Your games and your stream are both 60fps.
Don't pay a big premium.
Check the inputs. You want HDMI or DisplayPort. Older cheap monitors are VGA/DVI-only,
which is a hassle.
Test it powered on before paying — look for dead pixels, backlight bleed in a
dark image, and flicker.
A second cheap monitor is genuinely useful for streaming — chat and OBS on one
screen, game on the other. At $25 a panel that's an easy win once the main setup works.
Keyboard and mouse
Any working set gets you started; upgrade later when you know what you like. If buying used,
prefer wired — no battery surprises, nothing to pair. Budget $20–40 for a decent used
mechanical keyboard if you want one, but it's not a launch requirement.
Before you hand over cash
Check this before you even drive out
Your upload speed. Run a speed test and look at upload, not download. Streaming
1080p60 needs real upload headroom, and this is the one thing that can make the whole plan fail
regardless of what you buy. Check this first — it's free.
Ask for the exact model numbers of the processor and graphics card. "Gaming PC, NVIDIA"
tells you nothing. If the seller won't say, that's an answer too.
Ask for a photo of the inside, and of the power supply label. This tells you the case
size, the wattage, and whether it's a standard unit.
Check this at the meetup, before money moves
See it boot into Windows. Non-negotiable. "It just needs a reinstall" means walk away
at this budget.
Run something demanding for 15–20 minutes. Bring a USB stick with a stress tool.
Watch for crashes, visual glitches, or fans screaming. Short tests hide heat problems.
Confirm the graphics card is what was advertised — check it in Windows rather than
trusting the listing. Mislabelled cards are common.
Listen to it. Grinding or rattling means worn fans or a dying drive.
Test every video output on the card, with your own cable.
Meet somewhere with power so you can actually run these tests. A parking lot doesn't
work — a coffee shop or the seller's home does.
On used graphics cards
Cards from crypto mining ran hot 24/7 — expect worn fan bearings
and dried thermal paste. Not automatically a dealbreaker, but it's a reason to test under load and
to negotiate. There's no warranty on any of this, so the 20-minute stress test is your entire
protection.
